The Department of Foreign Affairs and International Trade, in consultation with other federal government departments, is responsible for the development, implementation and coordination of Canadian foreign policy on humanitarian affairs related to both complex emergencies and natural disasters. This includes policy guidance on such issues as the protection of civilians in armed conflict, refugees and internally displaced persons, humanitarian access to and assistance for vulnerable populations, civil-military coordination in response to humanitarian crises, the humanitarian impact of sanctions, and natural disaster response and risk reduction.
